The IPFF Health and Wellness Trust — formerly the Medicare Supplemental Reimbursement Plan and Trust for IPFF retirees — was established effective October 1, 2004, and comprehensively restated effective January 1, 2024, to expand and modernize the benefits it provides. Organized as a tax-exempt Voluntary Employees’ Beneficiary Association (VEBA) under Section 501(c)(9) of the Internal Revenue Code, the Trust is dedicated exclusively to funding eligible health and welfare benefits for its participants. Effective January 1, 2025, its purpose was broadened beyond reimbursing Medicare supplemental premiums for retired members to also fund medical benefits for active employees of participating fire departments and for IPFF members who retire before age 65 — providing coverage during their working years and through the transition to Medicare.

A choice of medical plans
Through the UnitedHealthcare Choice Plus network, participants choose from three medical plan options designed to meet varying needs while providing access to a broad national provider network.
Comprehensive ancillary benefits
Alongside medical coverage, the Trust makes available a participant-funded suite of benefits — dental, vision, voluntary life insurance, critical illness, hospital indemnity, and accident insurance.
On-site clinical care
Marathon Health serves as the Trust’s dedicated clinic provider, offering primary and preventive care, chronic disease management, health coaching, and wellness services — improving outcomes while helping contain costs.
Governance.
The Trust is governed by a Board of Trustees — expanded from seven to nine members effective January 1, 2025 — responsible for overseeing administration, protecting the Trust’s assets, and ensuring benefits are provided in accordance with the Trust Agreement and applicable law. The Board includes the elected leadership of the IPFF (President, Vice President, Secretary, and Treasurer) and the Indianapolis District Vice President, plus four trustees appointed from active or retired members of participating fire departments who serve staggered two-year terms. Decisions are made by majority vote, each trustee having one vote.

The Trust serves retired IPFF members who retired from the Indianapolis Fire Department, active employees of participating fire departments, and IPFF members who retire before age 65 — supporting members and their families through every stage from active service into retirement.
